If the blade integrity is solid then yes the scales can be replaced. Putting a razor that suffers from cell rot in a plastic bag or any sealed container will only exacerbate the situation because of the gasses the scales are giving off will have no place to go, your best bet is to remove the scales and try to salvage any inlays they may have so you can reuse them later.
