You can see where the grinder stopped short of the pivot hole, in these two pics.

That's why the lettering is all but gone, too. IMHO
I may be wrong, but that's what it looks like to me.

I like the three sided grind on the tip on this one razor. I've seen this razor on the web with a different tip on it but not like this one. Sorry. pic isn't very good.

Almost certain that the grinding stops there because it was not un-scaled before being reground. Along with the regrinding of the blade, the tang has also been narrowed from the bottom. This, along with the beveling at the tip, I have seen on many reground blades.
