As long as your password is not trivial (for example not on this list "123456" Maintains the Top Spot on SplashData's Annual "Worst Passwords" List) they're locked out in 5 tries. I've increased the lockout time from 15 minutes to 5 days, although almost no IP address has tried again after the 15min block.
The targeted accounts seem to be several years old and with very little activity on them because they're trying to find weak passwords and not be detected in the process.rolodave and Leatherstockiings like this.
