Why I cannot upload a photo from my computer to a PM?
To save space at the server maybe?

I just tested it out to be sure I remembered correctly, if you make an album in your profile you can upload a pic there then view that pic online and copy the image URL to reference in a private message.
There may be a simpler way but that works , basically any pic already online can be used if you have the URL.Than ≠ Then

I have used third party image hosting (imagebam, photobucket, etc) when I want images in PMs. It would function similarly to what Hart suggested.

The answer is straightforward: because the software does not have such capability. I suspect the reasons why the people who wrote vbulletin have made this choice, but that'd be just speculation and probably too technical.
You can host the images elsewhere including in your albums here on srp and then link to them in your PM.

When you post it's best to upload and attach the image to your post. That way it can not disappear.
