    My opinion only, the bottom of the skuttle bowl should stay the warmest. If a cake of soap is in the skuttle with just the lather on the upper portion of the bowl, there is little surface contact to keep the lather warm. If you have just lather in the bowl you have more surface area keeping the lather warm.
