Thanked: 4830It appears to me to say celebrated razor. It is a somewhat generic stamping and not specific to one manufacture.

Because it says "Celebrated" I would assume it is made in England. The blade is narrow so it could possibly be a coiffure razor. It appears to have a fair amount of hone wear on the toe of the razor. It probably needs to be professionally honed.
