xenforo running on Debian... perhaps reconfigure the locales, adding "Latin1" if it's not present, and setting it as the default locale.

Unfortunately the change of character set in the database turned out to be more difficult, so it's not going to happen right now. I pursued that rabbit hole for a good several hours, and got to a territory I'm not very comfortable in, like deleting and recreating the secondary indices in the database.
And every time I import the database it takes about half an hour unless I start dumping into multiple files to parallelize the process. It's too much of a complication and overall a potential huge time sink for something we can live with for the time being. It'll be fixed down the road, just not right now.

After the first sentence, you lost me. However, I have confidence that you will adapt and overcome. One day at a time!

I know there are privacy issues at stake, but I'm still willing to give a few hours of my time you know (my wife would kill me if she read that though)

On a side note, these encoding issues are the reason why I explicitly chose not to have any accent in my elder's first name. And had to fight teachers who would insist that it's wrong.

Artefacts on a forum are one thing, but when the system fails because of it (think for example incomplete shipping label) that's another jar of pickles
