They do however appear to be an admin(aka global) setting, which is the reason I couldn't find it in my personal preferences:

But there is a plugin for this functionality : User Defined Date & Time Format Display - Page 2 - vBulletin.org Forum
So if the admins decide it's a nice to have I'll be happy. If they don't, oh well, then I'll get used to PM and AM. Another option is allowing users to set the forum language for themselves to UK instead of USA(which should be a default vbulletin feature)

After a quick discussion, we decided to leave things as they are now.
We may or may not be able to make it a user option with the site upgrade.Til shade is gone, til water is gone, Into the shadow with teeth bared, screaming defiance with the last breath.
