The problem is obvious. You are not a Man. The product must rely on testosterone on the skin to lather. Please try again with the estrogen-based formula, and if this does not solve your problems please take it up with the vendor before bringing it to SRP.

The product is not meant for making lather, and pretty much says so on their site: SHISEIDO | SHISEIDO MEN | SHAVING CREAM. It will not work with a straight, either, and given its price, that should not be a problem. I was once given a tube - along with the entire rest of the men's care series, and yes, that particular woman was rather affluent - and liked it well enough for shaving with a DE. For a straight, it does not provide enough cushion or glide.
