The mug is used in one of two ways. Either you keep the soap at the bottom, using the brush to work the surface and build a lather, or you can keep the soap in a separate container and use the empty mug to build your lather in.
Although I liked the idea of having the soap in the mug originally, I've found using the empty mug to build the lather works much better.
To get a really good lather, it helps to be able to control the amount of soap in the mix vs. the amount of water. When the soap is in the mug, you'll be scrubbing more soap off as you try to whip the lather. You end up with a lather with too much soap, and it also wastes soap.

The fellow puts a small amout of shave cream in a mug and builds it up into a lather as he adds water and sturrs it.
