    Any good leather supply store will have everything you need to make your own strop including latigo leather, rivets, D-rings and everything you need to cut the leather. I made my own strop from pre-cut black latigo leather and honey brown leather strips 3in wide and about 22 inches long with D-rings on each end. I believe I invested about $50 total and a few hours of my time. The black latigo provided drag and the Honey brown cowhide was slick and smooth. It can be done.
