Isn't it a Valet Auto Razor Strop, They are very common on ebay.

I don't think so - I have a number of Valet AutoStrops, and their strops don't have that kind of hardware (the metal pieces) plus, they are thinner and narrower than a 'regular' strop - while this one looks thinner than a 'regular' strop, it is definitely thiciker than any of the Valet AutoStrops that I have. Plus, both the Valet and the Wilkinson strops are cut to a point on the end, to facilitate feeding it through the razor stropping mechanism....the metal hardware on the end of this one would interfere.
I believe that GW has nailed it as being some form of straight razor stropping mechanism in which the upper metal doohickey holds the razor against the leather, and the leather is 'cycled across the blade by alternately pulling on each end by the 'D-rings...but thats just a guess, based upon GW's post above.
...but I'd still be curious to see one up close.

I'm quite sure
I'm quite sure as there were instructions included.
I suppose I could ask my stepfather to go by and look but it's a little out of the way for him even.
Also, I've asked him to go back and get some things I passed up in another place so I hate to squander my favors on stuff no one really wants.
Besides, it was like $30 or more and in one of those "antique malls" where everything is sold on consignment and the actual owner isn't there to bicker with on the price.
Makes for lousy shopping.
I'll try to edit something to show how the razor was put in.
This is about as advanced as I get for editing photos, of course the strop is wider to cover the whole blade.
