Thanked: 2209Only when it feels and looks dry. The most common advice is that the strop should give a slight drag to the razor when stropping but not to the point of being gooey or feel like sludge.
If you can see or feel the dressing then there is to much on the strop.
The frequency is very infrequent. It depends on the humidity in your area..

I always rub the underside of my forarm over the strop prior to stropping.
