    Only when it feels and looks dry. The most common advice is that the strop should give a slight drag to the razor when stropping but not to the point of being gooey or feel like sludge.
    If you can see or feel the dressing then there is to much on the strop.
    The frequency is very infrequent. It depends on the humidity in your area..

    Rub your palm up and down over the strop every chance you get.

    I always rub the underside of my forarm over the strop prior to stropping.

    Me too. I figured that 99.9% of the time I'm around the strop, I've just washed my hands with soap. I imagine this would remove a lot of the oils...
