I have a vintage DD Satin myself. Those shell strops have that coating on them. I don't know if I'd do Saddlesoap...Normally, with leather, you'd clean it with saddlesoap and treat it with neetsfoot oil as previously mentioned...

I'd try a damp cloth, pat dry, and then take a cloth with some neetsfoot oil and wipe it down...Less is more....

Do Not put your linen component in the wash, it'll pucker up and be no good...
Clean it in the sink with Woolite like Jimmy mentioned...
The hardware can be cleaned with Brasso.....

So on these vintage strops what is impregnated into the linen side? It looks like more than just fabric
