I don't know if I would use Dubbin on the leather if it is like the Dubbin we get here. I would repair any cuts/nick first. Then if the leather is dirty and dry, I would first clean it with some saddle soap letting it dry completely. Then rub a small amount of Neats Foot Oil into the leather and let that dry thoroughly. The canvas can be scrubbed lightly with a nail brush using some mild detergent if dirty. Looks like it will be a good serviceable strop.

+1 I've restored a few. I used Saddle soap on the leather, and re treated with Neetsfoot oil, but use it sparingly. In some cases, I had to lightly sand the leather. For the linen component, I used spray carpet cleaner, like resolve, it worked great. Better than anything I've tried previously. The carpet cleaner left it clean, soft and supple, no bunching up.
