Appreciate the input, horn was my first thought as well. Lots of different scales designs out there so I'm not sure if there was a particular shape for the era. I will probably just freehand something, matching up the spine contour and tang width.

Wish I could find some of the flower washers. I haven't seen anyone selling those... A pain to make I imagine.
