I think you need to check your measurements of the scale thickness - 0.09 converts to less than 3mm and those appear to be thicker. The two scales together should be about 3/16" or 5mm and at that thickness you will be able to get them fitted to a wedge - as someone already mentioned fit the wedge first and tighten the screw. I would add some washers before you do this.
Even though a spacer is easier to fit, a wedge looks much better and has the benefit that it allows the scales to flex and accomodate the tang - quite ofter the tang tapers at the pivot hole therefore scales without any flex in them will catch when you close the blade.
Make sure that the insides of the scale are perfectly flat at the wedge end otherwise you will have gaps.

I don't think 0.014" will affect much.
I have a new wedge made out of Cherry.
The scales/blade was off center just a touch. Fussing with more wedge sanding brought the blade to center. The wedge has been glued to one scale and is unshaped at this point.
Outside scale surface will be finished next. Then assembled with bolts and the final wedge shaping/finishing before pinning.
