Those look like imperfections in the steel, but I can't say for sure. I would use wet / dry sandpaper from about 400 on up to 2000 or wa powder, polish, etc. If the steel is poor, keep it as dramatic proof!

Do any of the marks pit into the edge?

    Did this once also
Dipped my blade in boiling water to heat the scales to try de-warp them with packers in it
Got all bubble spots on the blade
Freaked me out but they all came off with Autosol easy enough
Now always use a ziplock bag and don't actually get anything wet
    Problem solved

If you resort to sandpaper, kiss the blade etching goodbye.

Been thinking of using polishing compound and rubbing compounds, they work great for polishing my swords which are carbon steel, and a heap less expensive than mothers.
