First, and most importantly, friends don't let friends touch their razors!
Second, if you still want to fix it yourself, I'd start with a lower grit than 220 as those look like deep gouges.
Third, remember you do have the option of not making it pretty and just honing it and using it as is.
Fourth, on the bright side, it sure looks like the rust is gone!
Finally, I'd second passing it on to Philadelph to let him experiment with it. H*ll, he can't make it worse and in exchange for letting him practice on it, you might end up with something much nicer.
