In my limited and sometimes hair-brained experience I've toyed with all of the following to correct a blade touching a scale side:

    - Tapping the opposite pin side to nudge the blade away form the scales
    - Adding a washer
    - NOT USING a washer on one side of the tang
    - Slightly sanding a little more from the inside of the scales that's being touched.
    - Filling the pivot hole in the tang with epoxy and re-drilling it to a more aligned angle.
    - After frustration putting the blade between 2 pieces of iron and driving over it (didn't work - did scratch the heck out of the shank though). :-)

It seems that different blades go off center in scales for different reasons. Whatever the reason, I try to take the least radical approach possible until I'm forced to the next level. So far the most radical has been trying to use the car's weight to straighten the tang - which was a waste of time. :-)
