If you haven't found a good engraver yet drop me a PM. We work very closely with a small-batch engraver who I could hook you up with and hopefully get you a decent price. If you've already found someone locally, good luck and post some pics!

If you want to fill an engraving, you can do so with epoxy. I don't know much about the process, but a quick search on google will probably land you a tutorial. It has to do with mixing clear dry epoxy with your coloring agent, which could range from metal shavings to crushed stone to powder dyes. You will also want to drill "lava tubes" so the epoxy has a way to anchor itself, or it could detach from the scales.
This would work for the ivory, but before you do it on a synthetic scale, find out whether or not the epoxy is compatible with your specific scales.
