    One possible solution to your problem may be to purchase a spray can of the liquid that is used to cover and preserve decals on model ships, planes, etc. I believe that it is made by Testors.

    If its safe enough to spray on decals for models, it ought to be safe for the labels on your wooden shaving soap bowls.

    You can use acrylic matte medium or map waterproofing liquid. Here.
