I've seen a Puma with the rubber missing. The shank was relieved in that area and would make it very difficult to shave with it. Sorry, the razor was not mine and I don't have access to it to get a picture. Just think if it as a rim w/o the tire. I don't know if you razor would have the same issue. Yes I have heard about puma with the rubber missing. I think there was a thread on Badger and Blade about replacing it. I also saw a Puma where it was replaced successfully, let me get the links for you.
It's not a great thread (actually it is terrible - not very informative, still something there) but here it is anyway:

You might experiment with brushing some of this Plasti Dip stuff on and see how it works. That way you wouldn't have to remove it from the scales. I've never used it on a razor but did dip a crescent wrench and some pliers into it years ago and they have both held up well.

for BL (if you actually wanted it) heat shrink tubing should match the original pretty good
It may look a little off on the EPBD tho sinse the original is a made to fit grip thingy
