Another point worth bearing in mind is that you could buy a tap for threading holes to match. If your blade requires a brass or steel bush in the tang, you could thread that, and use screws to draw both scales tight up against it. Or in a hard scale material such as bone or micarta you could thread the scales away from the screw-head, tighten it up that way, and add a nut which needn't be as tight as it would have to be if it was the only fastening. I think even screw-heads and nuts which you have reduced to round could work, if you tighten up the screw by the over-length shank, held with a piece of copper sheet in pliers or a vice.
