    I would be concerned of the heat affected zone with a plasma. With a waterjet you can come to very near finished size.

    I would harden and temper the steel after cutting and grinding anyways. If you're going to cut and grind a razor from scratch, with all that work you might as well harden and temper it. How you harden and temper the steel is about the most important step in a good razor that determines the edge quality, but i understand your concern as you're starting with good steel to begin with.
