No, it wont work. Not at that speed and a frequency drive to slow it down would cost 10x more than an inexpensive 800-1200rpm buffer. At that speed, you are likely to take off a finger or worse if the blade catches on the wheel.

how about a way to slow it down permanently say 1500-2000 and from there start using larger or smaller wheels.
