But seriously, a piece of naturally hollow bone and 2 turkey beards, fit as many hairs as possible in the bone, and then pour pine pitch in the end of the bone. The pine pitch would be warmed up over a fire.

I'd probably go to a barber and say: " 'ello, excuse me sir, but what hair is in that brush o' yers?"
Next, I'd find a guy painting a house and ask: " 'ello, excuse me sir, but who made that fine brush o' yers?"
Then I'd go to the guy making paintbrushes and say: " 'ello, excuse me sir, but how do you fix the hairs all together like in them brushes o' yers?"
It's a matter of asking the right people the right questions, I'd say.

I'd cut the fur off a Rhodesian Ridgeback, wrap it in sisal, and take it to the La Brea Tar Pits to seal it.

Domesticate something with a tail of suitable hairiness, train it to eat and sit still while i shave and then use the end of its tail as a brush, as a bonus, my pet would always smell nice
Bread and water can so easily become tea and toast

Well...1700's? I live in CA...Ok according to this map by British cartographer R.W. Seale, I live on an Island. I'd have to travel east to 'Parts Unknown'.
Then I could wrestle this griz beast to obtain its hair.
There are PLENTY of oak trees for a handle, and pine pitch cooked with powdered charcoal to make the knot.
It might be easier to make it out of this... Smelly but easier to wrestle.

Thanked: 14hunt a wild boar, then a few rabbits, boil the rabbit skin down to make a glue.
put boar hair in a piece of wood with hole in it and glue it with rabbit glue. (there are similar types of glue that have been used for millenia)
(could even use tree sap or similar)

Horse Mane, Pig, Badger, Beaver. Heck I might try sheep's wool. Obviously it would have to have some backbone as to not be too floppy.
Bind it by wrapping the base of the hair tightly with sinew. Immerse the base in animal based glue (common from 1500 through 1700's) and set tightly in a hand carved brush handle.
