Sandy, it takes ten minutes to get everyone loaded.
ten minutes into the ride, the first couple passes through. Then two more pass through each minute until the ride is completed 20 minutes later. 2 people * 21 minutes = 42 people minutes

    next:

Runs over fields and woods all day
Under the bed at night sits not alone,
    With long tongue hanging out,
    A-waiting for a bone.

Which means the maximum number of people who could've had a full ride is 2*(30+9*29)=582.
Or for the really slow wheel with 0.1 rotation/minute
in 30 minutes the first car would have made 3 rotations and the other 9 would've made 2
so by the same formula 2*(3+9*2) = 42

It's a 2nd grade problem - an excercise in multiplication and integers

    People_per_car*(\floor(time*speed) + (n_cars-1)*\floor(time*speed-1))

Why is a stormy, windy day, like a child with a cold in it's head?

OK, but you're gonna hate yourself when I give the answer...

Why is a stormy, windy day, like a child with a cold in it's head? (answer below)

    It blows, it snows

    It blows it's nose
