It was opinioned that this would allow the manufacturers to get a little more to the public market and ease some of the backlog. No clue how true any of that is.
As for hoarding, well, back in the 80s, I recall stocking .22 shorts by the full case load. I believe it was 36 bricks to a case? into the basement. At one point there were over 40 of these cases. All gone in just 2 years.
Of course, back then, my dad was running the shooting gallery in Coney Island, and Remington ended production of the special gallery ammo, so hoarding was the only option if he wanted to stay in business!
