It is sometimes referred to as a pin-vise. They can be had cheaply at welding supply's as they are used to maintain the tips of torches. Snap-On makes a Blue-Point one with a plethora of bits, tiny. They hold all of your bits in the handle.
Indispensable.

The one with all the drill bits is actually for cleaning & making the jets bigger in carburetors. The magnet in the end is extremly strong for its size, so your not going to loose your bits when you open. Their worth thier weight in gold for everything.
And to the owner of the razor..
