Just to Echo some of the key points here. Don't worry about honing from the get go. It's good to keep it in mind, but learn how to shave first, There's plently of time for honing. If the blade is shave ready, it should last several months with just stropping..
Yes, You will have to strop the blade on leather prior to each use. No pastes are needed.
Maybe 25 on canvas or linen, and 50 or so on Leather...
The blade you describe will be fine for shaving, but may be challenging to hone, for someone just learning. Since the blade you describe is smiling, or warped, it may be a good idea to send that one out in the future.
