Use water and then try a few dry finishing strokes. Make sure the thing is flat by holding up a straight edge on its side in the center of the stone and see if you can see light between the edge and the stone.

The first thing to do is to clean that hone. Use soap and water or oven cleaner if necessary ( Thanks Howard). The second thing to do is to take some sandpaper and sand down the sharp edges on the hone and get out any minute nicks. A sharp edge will tend to make micro-nicks on the edge. Most of the instructions that came with the barber hones said use either dry, wet (water) or with lather. Its primary, but not exclusive, use is for touching up an edge that is starting to pull.
