Looks sort of Knifish, but not a knife,I have never been able to figure out what it is.
Perhaps one of you gentleman will know.
The lever pulls up as do's the V shaped portion, the V is not beveled so not a cutting tool,Is marked D.R.G.M. 897339 so I think German made.
Have had this thing for at least 30 years.

Does the lever act to pull up (and lock down) that little bit with the notch in it on the left? If so, I would guess (purely a guess) that this is a handle for a multi-bladed knife. You lift the lever to unlock and exchange blades.

I have seen modern contraptions of this sort...perhaps that is it?

Yes,I believe you are correct, are also two small posts inside the handle and looks like it was made to lock in blades, mystery solved,But I have only the handle Thank you Unit.

May I suggest a couple things? Pick one if you like and try it out. I like #2 best, but often resort to #3 when I am a guest using someone else's gear.

    1. get a similar sharpener with two little crock sticks instead of the carbide blades...these are marginally easier on blades.

    2. (better yet) get a single crock stick (like a steel, only with a crock stick) and a better knife that you can touch up on this crock stick. You will realize a longer lasting knife, better performance and less of fish due to mutilation with substandard knife.

    3. instead of using any carbide sharpener on a fillet knife, simply strop it on the board you are cleaning fish on (or a bench seat, or the rail of the boat, or the bottom of a coffee mug, or the edge of a car window, or on the edge of your tackle box, or....use your imagination...there are countless items around you that will do a reasonable job of restoring an edge without excessively ripping metal away and causing the edge to rapidly approach the thicker back blade...which hampers performance considerably

Judging from the age...I am not surprised that the blades are lost. My guess would be that some are broken and some were re-purposed. Who knows. It is still an interesting thing to have around that does not take up much space

Cubic zirconia will get the job done , even better; less expensive & those utility wives will work their butts off thinking they got real diamonds.

I don't use utility wives anymore. I have moved on to hard use wives lately....though I insist on the high performance that good geometry offers.
