I would ask for a refund.

Sounds like a good idea to go directly to Wacker, but your razor came from the Wacker factory originally and evidently it slipped through the quality control and honing departments - seems wierd that the honer did not reject it, especially as he had to resort to inducing a smile to overcome the problem.

I have a Livi 'snake' razor, but I would have blown my top if it was as snakey as yours!
