I have neither, but if I were to choose between the two, I would choose the Bergischer Lowe.

I have read/seen QC issues with Dovo..nothing with Hartsteel as these are all handmade...Dovo's are almost completely machine made... unless you find a nice vintage Dovo..then its hand forged as well

Actually Hart had some serious QC issues when they started out (not sure if they got them all sorted out), whereas Dovo's QC reputatation is pretty solid nowadays. Every company is going to let one slip through the cracks every now and then.

If it was my choice I'd go for the Dovo BL for the aesthetics and Swedish steel, but that's JMHO....

I don't have a Hart razor, but I just bought a Dovo Bergischer Lowe, and I love it. Is 6/8 not 5/8 as advertised, is made from swedish steel, an excellent shaver. And is really the nicest production razor you will find . Just my toughts.

I also have neither but have honed both. Maybe make your decision on the grind. 2 quite different razors.

Hart's are to clunky looking.. If you get one you gotta go the extra mile and have Undream put horn scales on it to dress it up.

The Dovo BL is one of the prettiest razors made, IMO. Definitely on my dream list.
There are many roads to sharp.
