    If it was me, I would trace the scales for a pattern, remove the inlays with acetone, cut new scales from plexiglass, and put the inlays on the new scales.

    Cell rot is a non reversable process where the celluloid decomposes and emits acidic gasses that cause the corrosion between the scales.
