Had a similar problem untill I bough a high-speed electro razor and quality shaving oil ( just followed advices from healthyskinadviser.com/pimples-after-shaving/ ). It is very individual, my brother just hates electro razors, he prefers wet shaving.

Anytime someone has a problem with DE shaving, the blade is the first suspect. It's not always the blade causing the problem, but most of the time it is.

How about a zombie post?
As long as I've been shaving with "vintage" Gillette DE and Schick SE safety razors, I often finish a shave with blotchy-red skin around my mouth and chin, which turn to angry-red bumps and then itchy/flaky, before disappearing (a 3-day process). First, I looked to sanitation (hours-long alcohol soaks for razor heads and blades), with no success; then pre-shave beard/skin preparation (hotter/longer shower, rubbing-in lather + waiting), again with no success; post-shave was, really, too late (OTC hydrocortisone cream helps, if used immediately, but that's "cure", not "prevention").
I was stymied (hence, my shave this past Friday with a [shudder] disposable razor... which ended with no skin irritation.
At that point I turned to Google, searching for "silver gold safety razor skin irritation". BOOM! I hit paydirt. No, not silver or gold; rather, nickel. Who knew it was a thing? Long story short(er): I bought a small nickel test kit from an overseas seller (UK, which ended-up being sent from Poland!) The package arrived in yesterday's mail; here are the results (pink on the swab indicates nickel on the razor head):
Gillette 1917, Fat Handle, Super-Adjustable: all "infected"
Schick G6, I1, K2, Easy Rider: all "infected"
Sorry for the photo size, but larger would've been too big.
Anyway, there is no "cure" for this -- neither for the razors, nor for my skin. OK, I could remove the plating, but why would I ever want to do that??? So... I'm left with four usable Gillettes (Big Fellow, Bulldog, Tuckaway, and New Improved) and one usable Shick (G4). The rest of 'em? Dunno... be happy with what I've got (and not be too embarrassed about using those disposables)You can have everything, and still not have enough.
I'd give it all up, for just a little more.

Just replace nickel-plated by rhodium ir gold-plated stuff and check if it works. I'm pretty sensible to chromium myself and must wash my razors every time in denatured alcohol after stropping them on the green stuff.

Just treat yourself to either an all stainless (nickel free) or all aluminum or brass or bronze or titanium razor.
