Pair of D-rings, some stiff brown Latigo scraps, and of course Chicago screws. Might have to repurpose the screws, 3/8 is a bit too big methinks. But I may be able to source smaller screws at one of the local craft stores so...no big deal there.
I can't promise they will have the exact size you desire, but I know I've seen post bolts w/screws (what some folks call Chicago screws)... in the fasteners aisle at any of the 'Do It Best' hardware stores. I always lose an hour in that aisle.

The big orange & big blue hardware stores also have some of those fasteners, but in less variety and consistency. I'm not saying that a hobby store won't have what you need... it just depends on the particular shop .

I can't remember which one it was, but I know one of them actually had a small leather working aisle. I found it when I was scouring the city for small brass rod, washers, and a 4 oz. pinning hammer. I found the hammer, ended up having to order the rod and washers.

I think it may have been Hobby Lobby. That place is massive. But if I strike out at the craft stores I'll keep the hardware stores in mind. I haven't seen them there, but I also haven't ever looked before.
