Way back in the early 1800s there were 'travel razors' that were a third smaller than normal size. That could be what it is, though I doubt it is that old. Old enough, but not that old.
What Shaun said about corn razors would be a possibility, they were common, but I've never seen one with a barber's notch.Be careful how you treat people on your way up, you may meet them again on your way back down.
