For the past few months (apart from this last week) I've been exclusively using Castle Forbes, so I guess that makes it my workhorse soap. Before my temporary move abroad, I used maybe five different soaps/creams, but only those I deemed high quality. Yes, Palmolive cream is good enough, but I'd never pick it over say, a Castle Forbes, Meißner Tremonia, or a Green Mountain Soap. Which incidentally all score high on the artisan scale, I'd say. Not that it matters, though.

Speaking of workhorse material, the last week I've been using Nivea Body Shave soap and a single blade Bic monstrosity, and the shaves were fine. Not great by any means, but they get the job done. It's easy to relativate when that's the best that's on offer (yay Finnish super markets).

Yes, workhorse soaps/creams can be from the top tier if you don't mind the cost of course. Personally I view a workhorse soap/cream as one that is not very expensive yet delivers a good lather that will not keep you from a quality shave. A lot of those can be had locally too. Are they relatively speaking the "best"? No, they are not but for those who are on a budget or just won't pay the extra they will not keep you from getting an excellent shave. For beginners the point is that if you can't get a good shave with workhorse soaps/creams it is unlikely that you can get a significantly better shave with a more expensive top tier soap/cream until you learn to make a good lather. After learning that almost any soap/cream will do and you may appreciate better what the more expensive top tier soaps/creams bring to the table.

i'd have to say pre de provence is the go to workhorse... it's inexpensive, works very well, and pairs with just about anything.

I guess after re-reading this whole thread I have to add a couple as there are four soaps that I reach for 9 out of 10 times.

    Tabac
    MWF
    Mama Bear
    Soap Commander

None of these are expensive soaps but I stopped paying $60 for a soap the day I stopped paying $60 per roll of golden toilet paper. The cost wasn’t justified by the quality, for me. I just choose to spend my money on other things like my family. YMMV but I doubt it.
