I have a question:
After I put the CrOx and diamond spray on the two different felt pads, the pads became rather hard (crusty?) and uneven. When I strop the razor, the blade isn't always going flat on the pads because the pads now have mounds and bumps on them. What can I do to smoothen out the felt pads that I use for these sprays so that I can get a nice, smooth pass with the razor?
Sounds like you are putting way to much on. I normally spray lightly up and down a couple times, let it dry overnight and that is good for a dozen razors or so. Getting a lot of dust on all the razors is also a sign of too much. Both the diamond and the CrOx work very well without saturating the felt.

I messed up as well on one of my pads as i have what I call moguls on them now my other two are just fine with the diamond spray. I get a light dust on the razor when I use it. Live and learn I guess. Will have to order another pad to replace the one I messed up.
The moguls will eventually go away with use. I have used the pointy end of the scissors on occasion to lightly dig into the felt in one direction and then the other......like a big X stroke to help in the process.
A couple of light sprays up and down followed by letting the felt dry over night is really all you need. It is not uncommon for new guys to pile on the pastes as well. They should also be applied to an almost transparent layer. Very thin.
