I see stacks of them around here at antique shops, and flea markets.
Probably why I didn't think about them.

If you have a cigar shop near you stop in and see if they have any. Most of the ones I have gone to have stacks for about 5 bucks or so a box.

Yeah, as most straights would fit lengthwise in a cigar box, I like to check inside measurements so that the razors can be laid from left to right & be able to put more razors in. As we all most likely know, cigars come in different sizes & the larger the inside, the better. I was looking on the bay awhile ago & there was one that looked deep like a person could glue some rails on each side & make another level for more razors.
Check with a local Smoke Shop that has a smoking room for customers. They often have nice boxes for little money.

I've been working on some scales, they're just kind roughed out to the basic shape for now. I use a wood glue and paper sandwich method to hold them together then just run a razor blade through to separate after shaped and drilled. I know there's other ways of doing it that work well but I always seem to have wood glue and paper on hand! I'll refine and polish later when I need them.
