Yes, they can be on quite solidly, esp the steel type as there may be rust underneath. light tapping toward the toe with a brass punch at the top,tang end of the spine with the toe on a wooden block. A penetrating oil soak will help. If it does not come off easily, I would forgo that. Damage might result if you push the issue!
