Upon dry fitting with out wedge blade is setting to the left un-centered in the scales.What would be the steps to get it centered? Do you need a pivot washer on both sides?

Are the scales of even thickness
Are scales of even width
The hard part is getting the thickness the same from end to end and the same on each scale
I try to keep any unevenness to less than .003If you don't care where you are, you are not lost.

Often the pin gets bent while pinning. Also the pin holes are not always perfectly round or straight as they were put through with a punch before there were drills. Pinning skills take a while to master. You might find that repinning will correct it. You might also consider a sleave if the pin hole is irregular.

Thanked: 43It's very hard to see what is wrong from a photo.
The blade may have a slight bend in the shank.
Try sliding the scale that the blade is closest to toward the wedge end. If it is an elongated hole it will correct.
Care when pinning will keep it where you put it.
Filling it in as Paul said can help but it also limits movement to the point where correction is more difficult and will require a different approach (selective sanding inside the scale).

There are also ways to correct an uncentered blade by shifting the pin with the peen hammer you pin with but it is a little tricky. There are threads on it in the wirkshop I believe or it may be in what are you working on.

The razor itself
Press directly down on the Pivot hole note the off set
Flip the blade over and repeat
Yes you need a pivot washer on both sides, remember washers are two sided they have a domed side and a flat side
Flat side on the scale domed side on the razor
