No, it's called SMUGGLING. We are allowed to import a bit over a liter duty-free. After that, it's like $20 a liter. Duties on 2l of spring water are $0.00
P.S. I also brought a liter of Gorki List Pelinkovac so I WOULD have something to declare like a good little boy that I am.. Therefore, I paid $0.00 in duties for 3l (about 3.5 quarts) of hard liquor

It's not worth the Crown's time to persecute someone over $40 worth of unpaid duties. If they catch me, they can take away undeclared goodies, but as long as I smuggle in a minor amount, they couldn't care less, especially with a HUGE backlog in the provincial offences court system. Unless I try to import a cistern full of that lovely moonshine, they won't bother with me

Helpful Hint for Clear Scales
I learned this the hard way on a set of clear scales I had made for a Torrey travel straight...don't use super glue on any part of it. It "frosts" over and doesn't look good on the plexiglass. Ruined a good pair of scales.
