Thanked: 44I'd try putting a thin coat of rubber cement under both ends, all the way around. Maybe applied with a toothpick. I will should stop the rip from gettting bigger, and will probably stop water from getting under it.

Two issues can arise with any of the rubber grips used for handles. It tears or it can completely loosen up with use and age. So far I haven't seen any EPBD with the rubber removed. I've seen a few Bergischer Löwe that had theirs removed. I wouldn't know of anything that would match the original and or at least look aesthetically good. I would suggest using some waterproof epoxy and make sure the tear gets sealed. I spray mine once in a while with silicone spray to preserve the rubber. Also replacing the grip with another one would mean dismantling the razor from the scales.

Of course. Bad light, worse photographer!
As you can see, it's far from NOS, but it is shiny, & in far better nick than the photo's imply.

Does anyone know where to get a replacement BL grip? It might fit the EPBD.

I've seen a Puma with the rubber missing. The shank was relieved in that area and would make it very difficult to shave with it. Sorry, the razor was not mine and I don't have access to it to get a picture. Just think if it as a rim w/o the tire. I don't know if you razor would have the same issue. To replace it Google "vulcanizing rubber". To repair it you may want to consider RTV.: Amazon.com: Permatex 81158 Black RTV Silicone- 3-Ounce: Automotive
As a Tool and Die Maker I have worked with both. It's too much detail for me to post but the info is available on line with some searching.“If you always do what you always did, you will always get what you always got.” (A. Einstein)

Yes I have heard about puma with the rubber missing. I think there was a thread on Badger and Blade about replacing it. I also saw a Puma where it was replaced successfully, let me get the links for you.
It's not a great thread (actually it is terrible - not very informative, still something there) but here it is anyway:
Puma Rubber Grip - Badger & Blade
And this is what the final product looked like so it can be done:
