Trinity, Bill's CD shows how to clean the hard to reach spots with radial bristle wheels. It is a worthwhile investment, even if you don't want to remove the scales.
You can also try using sand paper and a popsicle stick or something similar to help you reach the hard to get spots.
Start with finest grit that will remove the rust, 600 probably, if not then 400, if not then 320. Don't be surprised to find some small pitting below. Work youir way back up the grits to 1000/1200, then 1500/2000 and then polish to a shine. The spots should be shiny enough not to be noticeable.
