You are correct. The honing is done by the base stone. Rubbing the nagura (A.K.A. slurry stone) on the base stone distributes more abrasive in the vehicle (water) for faster cutting of the metal. Controlling the thickness of the slurry by creating a thicker or thinner slurry adjusts the level of cutting power. A method learned with experience by trial and error.
Be careful how you treat people on your way up, you may meet them again on your way back down.
