Actually, that is a blank and was never finished. If it is hardened already it will make a great razor when finished. A good buy. If not a good smith can harden it for about the same cost as buying it.
I've made a couple razors from them. They are WWII blanks from a bombed out factory and Smokey Mountain used to sell them.

It would appear that one is not quite a razor yet. Still has work to be done on it before it is even ready to be honed. It could be called "a razor shaped object made out of quality steel. Some finishing, middle-ing, and assembly required." With the right tools and skills, it would shave nice.
Decades away from full-beard growing abilities.
